Abstract

The world has been trying for decades to combat the main scourge of lack of inclusion of women in  democratic  settings.  This  situation,  which  gained  international  interest,  was  reflected  since 1975 with the World Conference of the International Women’s Year that was held in Mexico by the UN. Previous date from which multiple academics and practitioners of public law have tried to establish scenarios that lead to an effective and guaranteed inclusion. Here is the importance of going to the writing of Professor Flavia Freidenberg, basically because in the Latin American cultural  environment,  public  policies  and  legislative  construction  despite  their  attempts  at inclusion, reflect figures in which women have not managed to reach even 50% in the positions of popular election of  the  great  majority  of  the  countries  and  neither,  in  those  that  represent  the  direction  for  the decision-making as far as the civil and political rights are concerned. It seems that the government has implemented in the vast majority of cases, in policies that are diluted in the materialization to face the problems and needs of the female gender. In this sense, Freidenberg points out that current policies  are  “incapable  of  responding  to  social  demands”,  in  which  Latin American  countries are  circumscribed  in  “a  state  of  stagnation  or  in  retreat”.  Here  is  the  importance  of  reviewing what is happening in Colombia around democratic innovation policies to materialize feminization processes in politics.
